Permit Embargo – Shipments to TX Packagers and SIT Locations Effective December 18, 2018
In order to continue proactively managing network capacity and plan for anticipated end-of-year volumes, BNSF is implementing a permit embargo process for plastics shipments destined to Texas packaging facilities and storage-in-transit (SIT) locations.
For shipments released beginning Tuesday, Dec. 18, 2018 through Monday, Jan. 7, 2019, permits will be required for billing to packaging and SIT locations in Texas. Prior to release, shippers may work with their BNSF sales representative for SIT permits that seek to align as closely as possible with commercial agreements, or they may also work with packagers who will have received permits from BNSF for distribution to shippers. During the permit embargo period, BNSF will work with stakeholders on each seven day span to coordinate anticipated permit needs and network capacity, and requests will be finalized each Thursday for future shipping weeks as outlined below:
Dec. 18 – Dec. 23: Permit requests by 12 p.m. CT, Thursday, Dec. 13
Dec. 24 – Dec. 30: Permit requests by 12 p.m. CT, Thursday, Dec. 20
Dec. 31 – Jan. 7: Permit requests by 12 p.m. CT, Thursday, Dec. 27
BNSF has begun communication with shippers and receivers to coordinate initial anticipated volumes and capacity allocations. Specific customer questions may be addressed with your BNSF sales representative.
