Update: Revised Demurrage Policy Changes - Effective April 1, 2015

In addressing our customers' need for efficient and reliable service, BNSF encourages the active management of car loading and unloading activities. On March 11, 2015, BNSF announced several changes to our demurrage policy in order to promote greater network fluidity and operational efficiency.

In response to customer feedback, we have revised the language around some of these changes to more clearly explain the demurrage policy:

  • Section 1 was updated to clarify the definition, application and responsible parties related to demurrage and demurrage charges.
  • Section 3 was updated to clarify the daily fees associated with holding loaded cars containing hazardous commodities.
  • Section 3 was also updated to clarify exceptions related to grain and grain products.

Additionally, BNSF will provide a transition period to help our customers adjust to Sunday becoming a part of the weekly calculations for demurrage:
  • Rail-controlled empties placed on Saturday and not released until Monday will have the Monday charge waived.
  • Rail-controlled loads placed on Friday and not released until Monday will have the Monday charge waived.

Waivers in these instances will be effective April 1, 2015, and continue through the close of business on June 29, 2015. All other dwell calculations will still apply.
