Effective July 1: VINs Required at BNSF’s California Intermodal Facilities

Dear BNSF Customer,

As you know, pursuant to the California Air Resources Board's (CARB's) Drayage Truck Regulation (Regulation), all drayage trucks operating in the state of California are required to be registered in CARB's Drayage Truck Registry (DTR).

Intermodal rail yards are required to provide certain information about each drayage truck that enters a facility and is not registered in the DTR. BNSF is required to collect Vehicle Identification Numbers (VINs) to determine compliance with the DTR.

Beginning July 1, 2017, at every BNSF intermodal hub checkpoint, drayage trucking companies will be required to provide a valid VIN for each truck entering or exiting BNSF's California Intermodal facilities.

In order for drayage truck operators and companies to avoid delays and potential service disruptions, owners and operators should take steps to register tractors in CARB's Drayage Truck Registry.

Starting in April, drivers will be able to store valid VINs in their RailPASS profiles to support expedited gate transactions at our Los Angeles (Hobart and Commerce), Oakland, San Bernardino and Stockton hubs. From that point forward, the VIN compliance check will take place once the RailPASS user creates a pre-ingate or pre-outgate for a billed or non-billed unit. The new feature will provide an easy way for both drivers and BNSF to validate compliance with the Regulation prior to arriving at a BNSF intermodal hub.
