PTC Extension Passes Senate, Moves to White House

On Wednesday, Oct. 28, the Senate passed H.R. 3819, which included an extension of the deadline for implementing Positive Train Control (PTC). The bill now goes to the White House where it must be signed into law by the president by October 29 to avoid shutting off federal funding to states for highway and transit-related projects. President Obama is expected to sign H.R. 3819 before the deadline, extending those programs until November 20 and giving Congress more time to complete negotiations on a multi-year transportation bill.

Importantly for railroads, their customers and the millions of United States citizens who rely on freight and passenger rail, the signing of H.R. 3819 will also extend the deadline for PTC implementation to the end of 2018 and provide for a limited two-year extension beyond that, if necessary, to ensure complete, effective and safe implementation.

The Senate passing H.R. 3819 is a positive step forward in the effort to secure a PTC extension. We are thankful for our customers and their support throughout this process, especially those of you who have advocated on our behalf. Although we are on the verge of receiving this important extension, this does not change our approach toward working aggressively to implement PTC as quickly as we possibly can and ensuring it can reliably deliver the safety features we all desire.
