New Shuttle Destination Efficiency Payment Requirements

As previously noted in a Marketing News on November 12, 2009, electronic pre-release utilization became a qualifying requirement for Origin Efficiency Payments (OEP) in 2008. Since enacting this requirement, system-wide pre-release utilization has gone from 40% to 99%. This improved notice to release loaded shuttle trains has allowed us to more productively place train crews at origin, which has resulted in a 40% reduction in origin shuttle dwell, system-wide, compared to 2008. Reducing unproductive dwell benefits all industry stakeholders by improving shuttle set turn times.

With the 30-day Pacific Northwest export destination trial period successfully completed, beginning Monday, February 1, 2010, utilization of four-hour destination electronic pre-release will be a requirement for shuttle unloaders to qualify for Destination Efficiency Payment (DEP).

The current requirement that the shuttle must be unloaded and released within 15 hours of placement to earn $100 per car will continue to apply.

Entering a pre-release is easy!
o Log in to and open Switch & Release
o Select cars for pre-release
o Enter a release time which is at least four hours in the future

For Example:

    For a train placed at midnight and planned to be released 15 hours later, you must have completed a pre-release by 11:00 a.m. showing 15:00 as the release time.
