New VIN Submission Requirement at Calif. Intermodal Facilities Coming Soon

As communicated earlier this year, BNSF is required to collect Vehicle Identification Numbers (VINs) to determine compliance with the California Air Resources Board's (CARB's) Drayage Truck Regulation (Regulation). And our goal remains the same - to ensure you are still able to do business with us by safely and efficiently accessing and exiting our facilities.

Beginning July 1, 2017, drayage trucking companies operating in California will be required to provide a valid VIN for each truck entering at BNSF's Los Angeles (Hobart and Commerce), Oakland, San Bernardino and Stockton Intermodal facilities. Drivers who do not submit a valid VIN may be redirected from the gate to the Driver Assist Building (DAB) prior to conducting business at a BNSF intermodal facility in California. In some cases, drayage companies may also be required to provide a valid VIN upon exiting those same locations.

New Developments Based Upon Your Feedback
For drivers' convenience, valid VINs will be transferred from the in-gate or entrance of BNSF's California Intermodal facilities to the out-gate lanes eliminating the need for drivers to provide a VIN a second time when they exit. This applies only to drivers with a container, trailer or bare chassis. Drivers who enter a facility as a bobtail -- without a container, trailer or a bare chassis -- will be required to present a valid VIN upon exiting a BNSF Intermodal facility.

VIN Submission Options
To support compliance efforts, BNSF offers the following options for submitting VINs:

  • RailPASS mobile application
  • Electronic Data Interchange (EDI) transmission

If a valid VIN is not submitted, BNSF will capture the license plate number via the truck portals at our Automated Gate System (AGS) locations in Los Angeles (Hobart), San Bernardino and Stockton. Upon arriving at the kiosk, drivers will be prompted to confirm the license plate was captured correctly and will be asked to correct any errors. If a valid VIN is not submitted and the driver does not correct a mis-read license plate number, the driver will be directed to the DAB to have both the correct VIN and correct license plate entered into BNSF's system.

With RailPASS, drivers can store valid VINs in their RailPASS profiles. The feature simplifies the regulation's compliance process and helps expedite drivers' turn times at BNSF's facilities.

Partners who have a smartphone can download RailPASS from the Google Play Store and the App Store. Following a simple registration process, drivers can view step-by-step tutorials directly through the app. In 2016, drivers saved nearly 8 million minutes using RailPASS.
