Reminder: Completely Unloading and Releasing Clean Railcars

BNSF has observed a significant increase in the number of rejected boxcars with spills/leaks and/or sticky floors from prior loads of sugar. When empty cars are placed for loading, other commodities can be damaged or contaminated as a result of unclean cars.

In order to prevent dirty car rejects after placement for the next loading, we want to reinforce the following rules (BNSF Rules Book 6100-B):

Item 3250 – Failure to Complete Unloading of Railcars: Upon arrival and placement of railcars for unloading at destination, consignee will be responsible for unloading equipment in a manner which does not damage equipment, and for releasing equipment in a condition suitable for reloading by another shipper. A consignee who refuses or fails to remove all lading, dunnage, blocking, bracing, strapping, debris or other material that was part of the inbound shipment, secure loading devices, and close doors will be subject to a penalty charge of $500 per car plus the actual cost incurred by BNSF to remedy noncompliance with this item. This item does not apply to covered hoppers used in clay/bentonite service.

Item 3020 – Cleaning and Disinfecting Cars: When BNSF is required to disinfect or clean a boxcar under State, Federal, County, or Municipal regulations, a charge of $500 per car will be assessed against the freight payor of the shipment for which such cleaning and disinfecting is made. This charge will be in addition to any applicable charge for fumigation.

As a reminder, any incident caused by shippers' or receivers’ failure to follow these rules will result in delays acquiring equipment and reduced capacity of the boxcar fleet and may result in financial penalties.
