Government of Canada: New Timelines for Phase-Out of DOT-111 and Unjacketed CPC-1232 Tank Cars

Transport Canada issued Protective Direction No.39 on September 19, 2018, which accelerated the phase-out timeline of the following tank cars:

  • Unjacketed CPC-1232 tank cars: Removal from crude oil service by November 1, 2018
  • DOT-111 and unjacketed CPC-1232 tank cars: Removal from condensate and pentane service by January 1, 2019

All other provisions of the regulations amending the Transportation of Dangerous Goods Regulations (TC-117 tank cars) published in Canada Gazette Part II in May 2015 remain in effect.

Effective November 1, 2018, this Protective Direction includes crude oil classified as UN1267, UN1268, and UN3494 under the following Hazardous Materials Response Codes (HMRC):

BNSF will be prohibited from accepting rail billing and moving both loaded and residue DOT-111 and CPC-1232 tank cars with the above mentioned commodities in and out of Canada.
