Customs Fee Increase for Freight Originating in Canada and Mexico Effective November 4, 2018

Beginning in 2008, The U.S. Department of Homeland Security's Customs and Border Protection Service (CBP) has collected a user fee to pay for the costs incurred in providing customs services under the authority of the Consolidated Omnibus Budget Reconciliation Act (COBRA) of 1985. CBP has adjusted certain customs user fees for Fiscal Year 2019 according to the Fixing America’s Surface Transportation Act (FAST Act) of 2015, which requires that certain customs COBRA user fees and corresponding limitations be adjusted by the Secretary of the Treasury to reflect certain increases in inflation.

Effective November 4, 2018, the COBRA user fee will increase from $8.47 to $8.65 for each loaded railcar arriving into the United States from either Canada or Mexico. This charge appears as a surcharge on freight invoices.

The COBRA fee is referenced as Item 3520 in the revised BNSF Rules Book 6100-B (must be logged in to the Customer Portal for viewing).
