Rules Book: Mechanical Reefer Fuel Supplement Charge Effective November 1, 2018

In our ongoing review of shipping rules, BNSF is implementing a fuel supplement charge applicable to all shipments moving in BNSF-owned or controlled mechanical refrigerated cars. Shipments made under pricing documents applicable to this equipment will be subject to a fuel supplement charge (Item 6045) as shown in the Fuel Supplement Charge Rate Table below.

When the U.S. Average Retail On-Highway Diesel Fuel (HDF) monthly average equals or exceeds $3.00 per gallon, the mechanical reefer fuel supplement charge will be included as a separate line item on the invoice for freight charges for each shipment.

Item 6045: Fuel Supplement Charge Rate Table
HDF Average Price Per Gallon Fuel Supplement Charge Cents Per Mile
$0.00 to $2.99 -
$3.00 to $3.24 $0.16
$3.25 to $3.49 $0.20
$3.50 to $3.74 $0.24
$3.75 to $3.99 $0.28
$4.00 to $4.24 $0.32
$4.25 to $4.49 $0.36
$4.50 to $4.99 $0.40
The source for the price of HDF will be the U.S. Department of Energy's Retail On-Highway Diesel Prices Report, whose weekly average price is available on BNSF's webpage (must be logged in to the Customer Portal to view).

The mechanical reefer fuel supplement charge will be calculated by multiplying the applicable cents per mile rate (as shown above) by the applicable number of miles per shipment between the applicable origin and destination. Mileage calculations will be based on the shortest route formula, including applicable interchanges with interline carriers. The mileage source is ALK Technologies' PC*Miler Rail Fuel Surcharge router, which customers can register for secured access by logging in to your BNSF account.

The above new rule (Item 6045) will be included in BNSF Rules Book 6100-B (must be logged in to the Customer Portal for viewing) prior to November 1.
